Functions


The primary functions of the Code Enforcement Department are:
  • To educate the public in code issues
  • To work with the citizens of our community
We are committed to professional code enforcement that is responsive to our citizens. Information on violation types can by located by referring to the City of Balch Springs Municode.

Complaints


The Department receives a substantial number of complaints each year concerning alleged violations of the City Code of Laws and Ordinances. Each complaint is investigated to determine whether a violation exists. To file a Complaint, please contact 972-286-4477 ext: 237.

Balch Springs Development Review Coordinator

Mark Horak
has served the City of Balch Springs, Texas since 2005 in various capacities and positions within two separate entities. Mark was hired by Dallas County Water Control and Improvement District #6 in 2005 as the Site Restoration Forman. Through his strong work ethic and attention to detail he was promoted to Superintendent of Public Works where he was responsible for the management of the Site Restoration Department, Code Enforcement Department, Solid Waste Department and Facility Maintenance Department. In 2013 the Water District and the City of Balch Springs merged, Mark was reassigned to the Planning Department as the Development Review Coordinator. In this capacity Mark reviews all new development in the City to ensure all projects comply with platting standards, development standards, comprehensive plan, future land use planning, and zoning standards. Mark has also been appointed as the Code Enforcement Supervisor for the City and is a Registered Code Enforcement Officer in the State of Texas.
