Water & Wastewater Rates Effective October 1, 2019
In 2007 before the merger, the Dallas County Water Control and Improvement District #6 (DC6) hired R.W. Beck, Inc. to conduct a rate design study for its water and wastewater utilities. This study suggested a rate increase each year from 2008 to 2011. The former changes were the last rate increases for the City of Balch Springs. In addition, the study suggested that the District conduct annual reviews of the water and wastewater rates to see if modifications are necessary by monitoring inflation rates and the cost of providing service. Following a 5 year lapse, the City has examined the current rate structure and found that current rates have not kept up with service costs or maintenance needs.
In 2016, the City retained the services of Willdan Financial Services to perform a rate study and design a proposed rate structure that would provide the following benefits and, to the best extent possible, minimize the impact of rate adjustments on ratepayers:
- Allow the utility operate on a stand-alone basis and independent of general fund assistance
- Result in financially-healthy utility that has ability to fund operations and capital needs
- Cover estimated increased costs of DWU purchases and other operating expenses
- Enable City to invest $7.8 million in the water and wastewater system
AMI Digital Water Meters
The City of Balch Springs will be implementing Advanced Metering Infrastructure to remotely capture consumption data from your water meter. This new technology will help us increase operational efficiency and better serve our customers.
Part of this upgrade includes replacing your existing water meter with a new meter with electronic output capable of transmitting consumption data, alarms, and diagnostics to the utility department. The City of Balch Springs has contracted with Utiliuse to perform the meter replacements throughout the distribution service area. Meter replacements are scheduled to start October and may run through April 2019.
Meter replacements will take place Monday through Friday, between 8:00 AM and 5:00 PM, so as to minimize any disruptions. You do not need to make an appointment unless specifically directed by a doorhanger. Please ensure your meter box is unobstructed from any debris and/or objects that could prevent the technician from completing the meter replacement. Additionally, please secure any animals to ensure the safety of your pets and the technicians.
The service will take approximately thirty minutes to complete. During this time, the water will be disconnected for about five minutes while the water meter is being replaced. The technician will attempt to notify any occupants of the brief water outage prior to performing the service.
Installation technicians will be clearly outfitted with a Utiliuse safety vest and identification badge. The technician should not need access inside your home. In the event access is required, the technician will leave a doorhanger notifying you to schedule an appointment with the Utility department to replace your water meter. For your safety, do not allow access to anyone not previously authorized and confirmed by you and the Utility department.
